A complete kit must be available at a location that satisfies the configured component requirements. Adding component stock across locations does not prove that any one location can assemble a kit.
Check components at the same location
Suppose one gift box needs one bag of coffee beans and one mug:

Across both locations, there are two of each component. Yet neither location has both, so zero complete kits are currently available. Check this before interpreting the total component counts.
Troubleshoot the bundle
- In Bundles / Kits, open the bundle and confirm its sales variant and each component variant.
- Check the required quantity per kit and component availability at the relevant Shopify locations.
- Look for a location that can meet every component requirement together; do not rely only on totals across locations.
- Check the bundle mode. In MIXED, the bundle sales variant's own Shopify stock can impose another limit.
- If the result still looks wrong, inspect bundle and component snapshots for recent changes.
